[22 Cal3d Page 794] With regard to church-state relations the California declaration of rights proclaims first, ""Free exercise and enjoyment of religion without discrimination or preference are guaranteed""; second, there shall be ""no law respecting an establishment of religion""; third, ""Rights guaranteed by this Constitution are not dependent on those guaranteed by the United States Constitution."" (Cal. Const., art. I, §Â§ 4, 24.) Yet for 30 years Los Angeles officials have authorized the illumination on the city hall of a huge cross -- at first to honor the Christmas holidays and then also, during the 1970s, to honor Easter Sundays, both Latin and Eastern Orthodox.
